There's no way the economy can slow materially without inflation also coming down. Powell wants to tell people that he's not even contemplating such a scenario because he thinks such a scenario is impossible. Not only is that an impossible scenario, it's actually the most likely area the economy is going to slow as a result of rate hikes and inflation continuing to get worse.
