What Are the Consequences of Industrial Policy?

The problem with this kind of neoliberal market fundamentalist approach is that it did not work even as measured by its own terms. One of the things that we have all lived through and experienced in the last 40 or 50 years is a boom and bust regionally. So there are whole sections of this country that have not seen strong job growth for the last 30 years. But you also see whole communities of people, mostly black and brown people, many of them immigrants from Latin and Central America,. those communities just are not seeing the kinds of jobs they would have expected if markets were working properly.
