The Future of Tech Supported Diplomacy

I want the government to decide what means responsible release and what it doesn't mean could you talk a little bit about tech supported diplomacy I imagine this means something like exporting these governance options globally. perhaps the top labs would be interested in having this data because perhaps it could be seen as one of these things that might blur the line between safety and capabilities work where if someone some researcher at a university discovers a buck or a failure mode of a model that could be used to improve the models capabilities but also its safety there might be a win-win situation here. This notion of promoting safety work is less less of a stick compared to compared to restricting compute and more of a of a cared approach I think
