In the 1970s, bankers believed that the best place to put their money was the Eastern Bloc because they were authoritarian. The Western state could outsource management of the economy either to just market forces or to central bankers who are not elected. In Thatcher's case, unlike in Communist societies, moments of discipline become these questions of who should be governing a country and so on.
