The Importance of Obedience
Nietzsche believes that most people will be disposed to obey because of the intense selection pressure upon all life forcing people into this collective coordination. And in that situation, with most destined to have to obey orders rather than give them, very few will have a true capacity for command. Because the capacity for commanding is weakened or atrophied, the more that one becomes accustomed to obeying. Nietzsche describes this and beyond good and evil 199. He thinks that all matters of temperament or instinct or bearing are inherited and inculcated due to these values or cultural traits which are intergenerationally sort ofinculcated into people.
