How Rare Is Back-to-Back Down Years in the S&P 500?

It's so rare to have back-to-back down years in the s&p 500 we haven't had it since the 2000s bear market. The level of volatility that we've experienced over the last 12 months is completely incompatible with a PE ratio of 18 or 19 times. I would have thought for sure you were talking about a 14 multiple something like that at the October low.
