The Prevalence of Proportionalism Today

How prevalent is proportionalism today? I'd love to hear your thoughts on it. For some of my colleagues, they clearly see proportionalism as it's articulated in the encyclical very few academics actually hold their chief's kind of kind of properly understood proportionalism. But there are still a lot of people who hold something similar to that kind of proportionalism. St. John Paul sees proportionalism, but how does he define it.
