I think that the question of police violence against African Americans if you look at the underlying data there has not been an upsurge in this I mean overall crime rates have fallen over the last 30 years. People are much more aware of it because of the existence of cell phone cameras and the greater transparency that the whole public sector is is subject to. It's hard to not have a framework so yeah maybe it's not good to lock yourself into a publicly articulated grand design which you're then going to have to back away from but every leader has got to have some basic understanding about the way the world works, he says.
