The Logic of the Disaster Idea and American Disaster Policy

A person who's house goes underwater in a flood is entitled to relief. A person whose mortgage goes underwater, because of some economic change, the economic system is not entitled to any kind of relief that seem that's naturalized so by making a special case out of the one person. So then it's a way of sort of focusing our sympathies at the expense of other people another example. And of course the two people are homeless either way is the point of the story largely outside of their control.
