Is This a Flashback or a Prologue?

The city is on a hillside, looking out over what appears to be a bay or a lake. The two trees of lighto and telperion are not around any more by the second age. Maybe we'll hear a voice over of a character telling the story. I think it's a flatback. And i also think that the city, the city's got to be tyrion.
