In 1554 Peter Khan declared war on the carnates, those post mongol entities. He was converting people from islamic faith to greek orthodox and built a cathedral for everyone in his territory. The question is who stands to benefit when you centralize? You can concentrate more power on the position of the emperor but that starts to cut other people out of the decision making process.
