Is Casting Lots Really a Good Way to Determine God's Will?

Is relying on a process like casting lots really a good way to determine god's will? It depends on whether god chooses to use the process to communicate his will. The lot would not come up the way it does unless god at least allowed it to do so. But just because god is ultimately in control of what happens, that doesn't mean he's always trying to communicate through lots. So there's a role for god's not talking here.
