The choice of Isaac over Ishmael was not just the choice of an individual, it was the choice of a people. The choice of Jacob was declared while he was in the womb. God's sovereignty is exercised in history throughout Israel's history. In the story of the Exodus we see that on the one hand God hardens and on the other hand Pharaoh hardened himself.
