The Importance of Innovation in Research

I think there are plenty of reasons for that. But let's just say neither academia nor industry has a stellar track record on the proportion of the research that is ethics related compared to perform, you know, speed related or something to that effect. One thing is much easier to quantify than the other and that makes it better for research. More convenient for research purposes under time and effort constraints. Well, or at least that's maybe that's true in computer science.
