The Leap Second and Time Zones
A lot of this complexity comes from computers like finite precision so numbers but humans typically use time in the sense of an interval. A unifying way to represent time in computing that can be more closely matched to the human experience was the theme of my talk in time. The money library is a great example of why I made a mistake in calling EXEALDR an internationalization library because money's sole and only purpose is to be a reliable source of how you deal with money. There are two currencies in which the rounding rules for cash money, the stuff in your hand and the accounting money stuff in the bank are different.
