I don't think people know all of the details that you're talking about. And this is why I don't think it's a problem for Secretary Yellen to say we're going to guarantee depositors in this country. We do that as you pointed out for the top four banks. No one thinks that Citibank isn't going to be won't have that. But my sense is, if you were to layer a rationale for the sort of reticence and then saying, okay, at the end of the day, we'll give you a hundred cents on the dollar, is it creates some doubt?"
