Is There a Ghost in Base Housing?

My husband at the time was working nights for a swing shift, rather. And that's between like 3pm and like sometimes as late as 1 or 2am. So I would usually try to stay up and greet him when he got home from work. And we had two dogs, so I would usually end up walking them one last time around midnight. Anyways, one night I was walking down the center of the road because there wasn't really a sidewalk in the area that I lived in. The whistling followed me for probably a good 2.5, 3 miles,. At a certain point I started getting a little pissed off that somebody was following me.
