What's the Definition of Issuer in the Bill?

Bifinx and Tether have been very publicly influencing the creation of this law since last year. It sounds to me, and at least based on what I've seen of it so far, that it was less of securities regulation and more of securities exemption. The bill specifically mentions that it can be a state person like the central bank or any national bank or any really entity within the government.
