For a DPO, it's just this person's sole responsibility to make sure that the legal boxes are checked or the privacy essentially. They do need to be considered an expert in privacy so usually they have some sort of certification, or they'll train themselves up. So if you're a smaller business it could be that you don't apply to some of those American privacy laws. The best way to work then is usually to talk with a consultant or someone who's understanding privacy and even check within your company.
