The Argument for Negative Pricing in Certain Regions

I can imagine like two scenarios in which I would think this argument has credibility, neither of which appear to really be happening. If a bunch of wind projects in West Texas were getting mothballed because the economics had become so bad, and there was not a repowering opportunity, that's one scenario you could imagine not happening. The second scenario is on new generation, if they were seriously signing PPA's that incentivized new build renewables. But as you said, neither of those are happening. So it doesn't strike me as a particularly credible argument. There's really kind of a third way, which is also really not happening or not a counter argument here, but it's worth
