The Power of Spiral Development in RPGs
The idea of spiral development doesn't have to be just physical location. It can be the thing, the backgrounds that they have. You don't have to worry about every possible background. And that lets you sort of build out, you can think about little loops of like rubber bands that are just going out to the thing that matters to the character. So I've found that to be really useful and it's a great way to be like a character driven campaign is looking at it from that perspective.
