I'm not certain of many things in international politics. But i've never doubted for a moment that ti wan is central for bajing. The chinese must have known that if they did nothing, it would have been taken by some observers as a sign of weakness and an encouragement to push the envelope further. I saw gordean schneider treating yesterday that t s m c spends more than double annually on capital expenditue than ti one spends on its military. This tells me that baging also has its own strategy to shift the status quo in china's favour. More must be done to deter so, again, merely more reassurance and more deterrence.
