The US Approach to Foreign Direct Investment
The current review body which we call Siphias that was established in 1975 by an executive order. The trading with the enemy act came about because of concerns over German attempts in World War II to conduct espionage and war related activities. By the 1980s you had fears over high levels of Japanese investment in the US coming at the same time that there was concern over potential for Japanese companies to acquire certain sensitive US firms. In 2007 FINSA passed, clarified process it extended some times for review but it made it very clear how and when an investor would come to Siphias they could ask for advice informal or formal.
