The Battle Between Individualism and Collectivism

I guess what you're talking about is the battle between individualism and collectivism. I've heard it said that in some communist countries or countries with a communist background at least or heritage such as China, when they look at a photo, they'll describe the background of the photo. And so for an individualist, maybe we want to uphold that community, but by doing so, we're impinging upon the freedom of the individual who wants to move to the city.
