Congestion Control

People have come up with hundreds of these congestion control agaans over the last forty years, and there's still no clear winner. We also have now this concept of explicit congestion notification, where devices up stream could actually send a message back saying, hey, you're sending more than the network can handle. But not much hardware supports that yet. It still relies on the other side taking that signal and actually doing something about it.
