I think there's that element of we're in very extraordinary times. And I think this is a PR battle that the government are not going to win. The idea that the government can and should have nothing to do with paying people's working conditions doesn't quite sound as convincing as it might have done four or five years ago. So I think Mark Harper is in a stronger position both actually in absolute terms intellectually but also in terms of public opinion than Steve Barkley has been.
