The process of obtaining government records is incredibly difficult and painstaking. The burden of proof is on the government agency to prove that what they would release would endanger the nation. Most people just don't pay it, because this is such a tedious process,. Some journalists throw up their hands and say, i'm not going to be bothered with it.
