This is narrative music struggling within the bounds of symphonic form. Berlios doesn't really care that you are not supposed to do this. If his protagonist is dreaming of his beloved floating down from a cloud, then he's going to write this beautiful and totallyune ed d flat major section. There's no room for a second theme when you are fixated so much on this one idea.
