Elon Musk is worried about who controls it, the very big companies. I don't quite know what to do about it because I think government intervention is not really the answer particularly. Government should have been involved in the funding of this for which they weren't on the whole compared to other technologies. This is a different Elon and I think he's lost power so therefore he's signing it.
