Bethel's Overshadowing of the City

bethel has provided the city with a lot of money, including more than one point five million dollars to the police department alone. But anelice says there's no real evidence that thing illegal is going on. There's no evidence that bethel somehow donated money and in exchange, received favor. One of these concerns is that all these donations were just bethel paying off the city future building permits.
