The Iron Law of Mega Projects

Mega projects often go over budget, over time and under benefits. The World Bank has come up with a neat acronym for this problem: the EGAP principle. Those proposing a project think that their central estimate is realistic. But they don't take into account everything that might go wrong. These are sometimes called black swan events.
