Signalling in a Cibre Space?
What role do national cybro strategies play here? Are they binding? Or are they more soa form of signalling, or depends on the state? That's a fascinating question, and to some degree, i haven't explored this sufficiently in my book. And clearly, your latter point on signalling is an important one. Miit because when we think about capability development and signalling in this space, it's famously hard to parade computer code on the streets of moscaw or pionyan. You may argue that signalling, through either strategy development or institutional development, is even more important in cibre space than it is in the conventional domain.
