Scones for an English Girl

Scones are served with good raspberry jam. The horseshoe too. And plotted cream. But there's a controversy about these, I understand. Is it the raspberry jam on the bottom and then the cream on the top or the other way around? My dad loves an afternoon tea. Where you do the clotted cream on first and then the jam. Then the jam.
