Is Lula a Good President or a Great President?
Brazil is a very hard place to govern. Lula was obviously a lucky president, as you've just said. He did not cultivate any successors and did not bring the new generation into his government in a way that could really put the party on track for the future. So again, this is why he wasn't an excellent president but a good one.
