Is the World Pool Ontologically Reducible?

The claim that the world will is ontologically reducible to individual water molecules strikes me as a kind of religious idea. We're not smart enough to figure out how it's only one thing, I would argue. So the claim that God could explain it a certain way or super scientists could explain it in a reductionist way has no good reason for speculating.
