The story of Sodom and Gomorrah may play on a contrast between agrarian living folks and city dwellers. Part of what is going on here is they're representing a lot as being very hospitable, which was an ideal in this time period. And that may be part of the message is that Sodom is bad because it's this city that's filled with all these city dwellers who don't like cities.
