A commitment vobe is someone who has a phobia of commitment. They are attracted to people who play hard to get, so they can safely love you from a distance or admire you. The way that it manifests is they believe that you are basically trying to trap them and somehow force them into a commitment. It's usually like a tromatizing a parentst ation, where they their fighting a lot in the home.
