Australia and the U.S. are set to sign a deal for three or five Virginia-class submarines in the 2030s. The agreement will need congressional approval before it can go ahead. Australian Prime Minister Tony Abbott says there is 'bipartisan support' behind the plan. But he warns that Australia's submarine capability cannot be fully developed until at least 2040.
