Mongolia: A Democracy in a Tough Neighborhood?

Mongolia is a democracy in a rather tough neighborhood. It's very small with 3 million, or perhaps 3.2 million people living there and about 40% down in the capital city. Around it are what they call the gear district, about a million people live surrounding the downtown. They live largely in gears or in small wooden houses that they built. And they live without running water and without central heat,. But they do have electricity and cell phones if they can afford those.
