How to Pick the Best Small Cap Value Fund

A multi-factor approach. I want to pick the fund that has the most of this in it that I can possibly get. So it ends up being a small cap value fund that has quality stocks and momentum. The momentum is basically the final screen where if the stock is going down, they don't buy it until it flattens out and starts going up again. And then they would buy it. Okay, so that's what I'm going to look for.
