Profiling Is a Tough Thing
The way CP users are designed, they'll run your code at different speeds if the loops are aligned at different positions. The location of the program on the disk itself also affects performance. So yeah, that's very annoying as an implementer. That being said, especially when you're sort of releasing a language, it is I would prefer to be able to compare it with other things.
