Not All of Israel Is Israel

When Americans read the word Israel, we immediately think of a country over in the Middle East. The nation of Israel hadn't been around for hundreds and hundreds of years. And even then it wasn't really Israel, it was Judah. It all goes back to the children of a man named Israel. So if I think of the nation state of Israel, I get really confused. What does he mean? Not all of Israel is Israel.
