The Russians' Control of Chechnya's Budget
80 to 90 percent of Chechnya's budget is provided from the federal budget, so in other words it is a gift from Moscow. 40 percent of the entire Chechen GDP is made up for by 'budget sector' People who are essentially civil servants and therefore paid out of the federal budget. Over one third of all the economically active population of Chechensya is employed directly or indirectly by the government that is in turn almost entirely bankrolled by Moscow.
