Is It Crucial to Do Sanctions Together?

It does seem like the sanctions effects on russia are still unclear, and whether we're going to go all the way with energy sanctions. That raises the question, what the purpose of the sanctions then is? Do you think maybe it's a symbolic exercise for the sake of the sanctioners? I mean, you know, maybe the sanctions are just existing to keep the sanctioners united, in a way. Is that a coherent way to think about this, as a sanctions, as a vehicle for maintaining the unity of the west by marking out a common enemy? Am i just sort of being too abstract in thinking about this? No, i think that's absolutely crucial.
