How Can We Preserve Antiquities?

I just don't think we're doing things well enough. How can we fix the situation so that things are better preserved? I would necessarily find myself dismantling and rebuilding the whole system by which antiquities are looked after in italy. Some of my closest friends are the people who are responsible for looking after these sights. It is through their eyes that i see that they feel themselves trapped in a system with a set of regulations and laws that render what they are trying to do almost impossible to deliver.
