The German Military Mission to Turkey
The Turks want to reform their army. They just got thumped in the first Balkan War. So it's time to fix up the army. And they invited a German military mission to come and help them. The man in question was Lieutenant General Leemon von Sanders, and he had 40 German officers accompanying him. He would be responsible for all military education, including the Turkish general staff with unlimited powers of military inspection. Also, he would command in person the Ottoman First Army Corps which would make him responsible for the defense of Constantinople itself.
