How Does Carmen Identify on the Race Question?

Carmen and Reyna are both immigrants of the US. Both have become part of the black population in New Orleans. Some Republican officials want to make that umbrella of blackness smaller. If these Republicans can narrow who counts as black, it could reshape how black people get to vote across the country.
