The main point of that quote is this idea that there's this individual will but it's set inside of a context through which they have no control over. Everybody's individual will clashing and intermingling and relating produces an overall I don't know what you call like a general will or a general situation that no individual actually willed. It was the combinatorial effect of you know an infinite or you were not infinite but a large amount of individual will interacting together that produces something that no individual willed.
