The New Chips and Guardrails Announced by Scott Commerce

The US government announced new chip guardrails this week. Guardrails are restrictions on the recipient of the grant. You can't take chips initiative funding and invest that fund in another country. The recipients also have to refrain from any joint research or technology licensing with a firm in one of those countries of concerns.
