I know someone at the moment who is struggling to get provisioning for their child and it's heartbreaking really. If you just smartened up the system, you'd be able to find efficiencies if there was a standardized E HCP that was digital. You need local discretion and every child and every area is different but equally if you can have some kind of standardization with that then actually all you get is better results.
